Description:
The contract involves delivering and implementing a comprehensive water supply network monitoring system to enhance leak detection, water consumption optimization, and failure response, including the provision of water meters, software, training, and necessary licenses.

1. The subject of the contract is the delivery and implementation of a water supply network monitoring system, which is part of the project entitled “Water Supply Network Monitoring System” under the European Funds for Mazovia 2021-2027 program, activity “Water and Sewage Management.” The system is to provide a central, comprehensive IT environment for monitoring, analyzing, and managing the water supply network, supporting processes related to leak detection, optimization of water consumption, and effective response to failures. The software must be ergonomic and intuitive to use, allowing the creation of reports, analyses, and visualizations of measurement data, as well as ensuring integration with existing systems and databases operated by the Water Supply and Sewage Company in Białobrzegi.
2. The subject of the contract includes:
a. Delivery of water meters (for cold water) with remote reading and replacement in the City and Commune of Białobrzegi, totaling 5,082 units,
b. Delivery of software along with granting licenses for configuration and reading for handling remote reads (for at least 7,000 water meters) along with 1 portable radio scanner cooperating with 1 mobile device (tablet) for reading,
c. Implementation of remote readings and configuration with devices (water meters, radio modem, tablet) and integration with the Client's billing software - for at least 7,000 water meters,
d. Delivery and implementation of the stationary and mobile water supply network monitoring system for managing and analyzing networks based on GIS, a mathematical model of the water distribution system,
e. Provision, installation, configuration, and commissioning of a server along with an appropriate UPS for the server,
f. Provision, configuration, and commissioning of 1 monitor for real-time parameter visualization,
g. Delivery and installation of measurement devices for the water supply monitoring system (9 static flow meters DN100-150 along with infrastructure for building measurement points, 4 portable section flow meters, along with remote flow monitoring, telemetry devices for network monitoring.
h. Conducting training for the Client's staff, covering system operation, maintenance and development of the implemented system, data interpretation, and operation of measuring devices,
i. Provision of all necessary licenses allowing the Client to legally use the system and other components.
j. Conducting an inventory of the water supply network as necessary to develop the subject system, including obtaining and verifying data on the course of the network, diameters, and materials of pipes, network fittings, and elevation benchmarks.
3. The subject of the contract has been described by the Client in the “Detailed Description of the Subject of the Contract” which constitutes Appendix No. 4 to the Terms of Reference.
5. Equivalent solutions:
In each case of using standards, technical assessments, technical specifications, and reference technical systems in the description of the subject of the contract, as mentioned in Art. 101 (1) (2) and (3) of the Public Procurement Law, the Contractor should assume that the expression 'or equivalent' accompanies such reference. In the case of using references to standards, European technical assessments, approvals, technical specifications, and reference technical systems in the procurement documentation, the Client allows equivalent solutions to those described. The Contractor analyzing the procurement documentation should assume that each reference used in the project documentation is accompanied by the expression 'or equivalent.' In the event that trademarks are used in the procurement documentation, it means they are provided as examples and only define the minimum expected quality parameters and required standard. The Contractor may use materials or equipment equivalent but with technical and quality parameters similar or better, the use of which in no way affects the correct functioning of the solutions adopted in the project documentation.
The Contractor who uses equivalent devices or materials will be obliged to demonstrate during the execution of the order that the devices and materials used meet the requirements specified by the Client. The use of labels in the procurement documentation means that the Client accepts all labels confirming that the delivered goods, services, or construction works meet equivalent requirements specified by the Client's label. In case the Contractor, for reasons beyond its control, cannot obtain the specific label specified by the Client or an equivalent label, the Client, within a period specified by itself, accepts other relevant substantive evidence, in particular, the manufacturer's technical documentation, provided that the Contractor proves that the construction works, deliveries or services to be performed by it comply with the requirements of the specified label or specific requirements indicated by the Client.
