Description:
Design, delivery, installation, and commissioning of energy storage systems for 38 residential properties in Wojnicz to store energy from existing photovoltaic installations.

The subject of the order is the design, delivery, installation, and commissioning of 38 energy storage system installations for 38 residential properties in the Municipality of Wojnicz, which have previously been equipped with renewable energy installations (photovoltaic installations). The owners of these properties are residents of the Municipality of Wojnicz who do not conduct business activities there. The purpose of the order is to ensure the accumulation (storage) of electrical energy produced by the currently existing renewable energy installations in energy storage systems. The execution of the order is intended to allow the Ordering Party to achieve the Project’s outcome indicator: the amount of energy stored in the energy storage (the amount of energy delivered to the storage) of 76.118 MWh/year. To execute the order, the Contractor will use brand new electric energy storage systems that meet the requirements specified in the table in point 6.1.2.2 of the Functional and Utility Program (hereinafter referred to as “PFU”), which enable the implementation of a dedicated IT system as described below in point 10.
The list of properties where energy storage installations are to be executed is included in Table No. 2 of the Functional and Utility Program (hereinafter referred to as “PFU”), which constitutes an annex to the Terms of Reference. Under the principles defined in the draft Agreement concluded with the Contractor (annex No. 2 to the Terms of Reference), changes to the locations of the residential properties where the installation of energy storage systems will take place may occur.
The Contractor may delegate the execution of part of the order to subcontractors. In such cases, the Ordering Party requires the Contractor to indicate in the offer the parts of the order that it intends to entrust to subcontractors and to provide the names of any potential subcontractors, if they are known.
According to the PFU, the energy storage systems will have a capacity of not less than 6 kWh (12 units) and a capacity of not less than 10 kWh (26 units). This indicated capacity of the energy storage systems is adapted to the production of electricity in existing renewable energy devices. The Ordering Party requires that 12 units of the delivered energy storage systems with a capacity of no less than 6 kWh come from the same manufacturer and be of the same model. The Ordering Party requires that 26 units of the delivered energy storage systems with a capacity of no less than 10 kWh also come from the same manufacturer and be of the same model.
The purpose of this provision is to reduce operating costs and administrative burdens associated with the operation of the subject of the order.
The Ordering Party indicates that based on contracts concluded with residents, it has obtained their consent to carry out activities related to the design, delivery, installation, and commissioning of energy storage systems necessary to achieve the Project’s goals. The description of the subject of the order is defined by the PFU. The scope of the subject of the order includes: a) the preparation of complete project documentation necessary for the delivery, installation, and commissioning of energy storage systems. The project documentation prepared by the Contractor must anticipate such a scope of work that ensures, in accordance with applicable legal provisions and technical knowledge principles, the possibility of: delivery and installation of energy storage systems at each property, connecting them to the existing photovoltaic installation, commissioning of the energy storage systems, and ensuring their correct and safe operation in conjunction with the existing photovoltaic installation. The project documentation must take into account the attributes of each residential property listed in Table No. 2 of the PFU.
According to the model Agreement, the development of project documentation and its submission to the Ordering Party for acceptance must take place no later than February 28, 2026. Before starting to develop the project documentation, the Contractor is obliged to:
- carry out, at its own expense, an inventory of the properties that the energy storage systems will serve and conduct all studies and analyses in accordance with applicable legal provisions necessary for the proper execution of the order,
- conduct an analysis of the most effective location of the energy storage systems ensuring correct and safe operation,
- coordinate the location of the energy storage system with the user in compliance with applicable regulations and standards enabling the operation and servicing of the installation.
10) The Contractor is obliged to implement an IT system for the supplied energy storage systems. The IT system must enable monitoring, analysis, visualization, optimization, control, and tracking of the performance of the installed energy storage systems. The aim of implementing the IT system is to enable increased energy efficiency and cost savings for the users of these installations.
11) A detailed description of the subject of the order is defined by the PFU, which constitutes annex No. 1 to the Terms of Reference and the draft contractual provisions - annex No. 2 to the Terms of Reference.
12) The Ordering Party indicates that the Contractor, while preparing the project documentation and executing the subject of the order, must take into account the requirements mentioned in Article 100(1) of the Public Procurement Law.
13) The Contractor is obliged, while performing the order, to consider the minimum requirements for ensuring accessibility for persons with special needs, as referred to in the provisions of the Act of July 19, 2019, on ensuring accessibility for persons with special needs (Journal of Laws of 2024, item 1411).
