The consultation aims to contract a Global Performance Contract (hereinafter “MGP”) as defined in Article L. 2171-3 of the Public Procurement Code (hereinafter “CCP”). The contract will cover the design and implementation of the works mentioned in the functional and mandatory program (hereinafter “PFE”) and the operation of the energy recovery center (hereinafter “CVE”) for waste AZALYS from VALOSEINE, in Carrières-sous-Poissy. The main services to be provided by the Contractor are as follows: • Design and implementation of works aimed primarily at transitioning to dry flue gas treatment, changing the GTA, and providing heat • Administrative procedures to obtain prior authorizations for the execution of the works, • Operation and maintenance of the CVE to process waste brought by VALOSEINE, ensuring service continuity, • Management of bottom ashes for maturation, analysis, and recovery, • Disposal and treatment of filtration cakes; • Provision of heat to the future RCU of the Grand Paris Seine and Oise urban community • Where applicable, provision of steam to a steam consumer; however, candidates are warned that this service may be removed prior to the final offer submission request • Marketing of electricity, the proceeds of which are returned to VALOSEINE, • Possibility of marketing a maximum of 7,000 tons/year of waste to be treated at the CVE, An exhaustive list of services is detailed in the PFE.
