1. The subject of the contract is the construction of a selectively collected biodegradable waste composting plant under the “Design and Build” formula, for the investment named: “Construction of a selectively collected biodegradable waste composting plant, in the town of Konin, Gosławice district on cadastral plots no. 1406 and 1409”, including:
1) preparation of substitute construction design documentation necessary to obtain an amendment to the building permit decision no. 139 issued by the President of the City of Konin on 28.10.2025,
2) construction of buildings and accompanying infrastructure,
3) obtaining all legally required permits, approvals, authorizations, consents, opinions, and exemptions from regulations necessary to perform the full scope of the contract subject and delivering it for use, including obtaining, on behalf of the Contracting Authority, the occupancy permit decision.
2. A detailed description of solutions and requirements has been developed in the Functional and Utility Program document for the investment: Construction of a selectively collected biodegradable waste composting plant.
3. The building object is located in Konin, at 13 Sulańska Street, on plots numbered 1406, 1409, 1410, 1436/5, 1437, 1438, 1440 cadastral numbers. Gosławice district. Building category VIII, XVIII.
4. Site visit - The Contracting Authority obliges Contractors to carry out a site visit of the construction area before submitting an offer to obtain all data that may be useful for preparing the offer, implementation, and settlement of the subject of the contract. The Contracting Authority will set 2 dates for the mandatory site visit, which will take place at the construction site, i.e. Konin, 13 Sulańska Street, and will notify via the tender platform.
5. Contractor’s obligations and detailed conditions required for contract execution are specified in the draft contract constituting Annex No. 5 to the Terms of Contract.
6. The Contracting Authority requires that the offered service, including all ICT products, ICT services, and ICT processes used to implement the contract, both as main elements and components, service environment elements, or accompanying solutions, shall not include:
1) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Art. 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of the state’s security;
2) an ICT product type identified in the decision on recognizing the supplier as a high-risk supplier, as referred to in Art. 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, nor ICT services or ICT processes specified in this decision.
