Supply of charging infrastructure for depot charging of battery-electric low-floor buses

The subject of this tender procedure is the delivery, construction and commissioning of a charging infrastructure at the depots of wupsi GmbH (hereinafter referred to as the client, AG) for the charging of 46 battery-electric buses and the preconditioning of 10 fuel cell hybrid buses for public transport. The scope of supply includes stationary chargers, depot boxes, mobile chargers and a simplified charging management system.

The commissioning of the charging infrastructure must take place by 15.12.2024 at the latest due to the requirements of the funding notice.

It should be noted that all communication about the course of the project will be in German language and writing. This means that the applications for participation and the offers as well as all attachments, proofs, declarations, etc. must be written in German script.

The AG intends to deploy 46 additional battery-electric solo and articulated buses as well as 10 fuel cell hybrid solo buses in its route network. The battery-electric buses are to be charged at the AG's depots in both Leverkusen and Bergisch Gladbach. The fuel cell hybrid buses are preconditioned exclusively at the Leverkusen depot.

At the depot in Leverkusen, a total of 32 stationary chargers and depot boxes will be procured to charge the battery-electric buses stationed there, and 5 chargers and 10 depot boxes will be procured for the preconditioning of the fuel cell hybrid buses.

At the depot in Bergisch Gladbach, 14 stationary chargers and 7 depot boxes are needed to charge the battery-electric buses. 7 electric buses are charged directly via stationary chargers without the use of a depot box.

A total of 51 chargers and 49 depot boxes will be procured.

All chargers must have a charging capacity of at least 150 kW.

In addition, 5 mobile chargers (at least 40 kW) will be procured.

The vehicles are to be recharged with a standardised CCS Combo 2 charging plug.

In accordance with the specifications, the contractor is responsible for planning, technical project planning, construction, delivery, construction, installation, commissioning, as well as the handover of the charging infrastructure for the operation of battery-electric and fuel cell hybrid low-floor buses, including training in the handling of the systems.

The delivery, installation and commissioning of the charging infrastructure at both depots must take place by 15.12.2024 at the latest due to the requirements of the grant notice.

The client is planning to procure a higher-level depot and loading management system in a further procurement project. In the future, the charging infrastructure to be procured will be integrated into the system architecture and controlled by the charging management system. Nevertheless, the Contractor's scope of supply shall include the provision of a simplified charging management system. If the depot management system is not yet ready for use at the time of commissioning and acceptance of the chargers, the simplified charging management system to be delivered is to take over the monitoring, control and monitoring of the charging infrastructure for the time being until the necessary functions of the depot management system are available.

The client expressly refers to §55 Paragraph 1 & 2 SektVo.
