Description:
FMI is seeking market input for a renewed framework agreement on consultancy services in program and project management, focusing on various competence areas to support project execution, with a planned public procurement procedure beginning in early 2027.

The Danish Defence Materiel and Procurement Agency’s (FMI’s) current framework agreement for the supply of program and project managers expires at the end of February 2027. FMI is therefore preparing a renewed tender for consultancy services within program and project management, which FMI expects to enter into in the first quarter of 2027. In connection with this, FMI wishes to engage in dialogue with the market to obtain information about opportunities and any limitations present in the market, as well as input for FMI’s determination of the relevant procedures and requirements in the framework agreements.

Market dialogue regarding the tender for a framework agreement on consultancy services for program and project management.
The upcoming tender for consultants in program and project management is expected to be conducted through a public procurement procedure according to the Procurement Act (LBKG, no. 116 of 2 March 2025) with the award criterion “best price-quality ratio,” aiming to conclude several framework agreements.
Overall, the forthcoming framework agreements shall be used to assist FMI in carrying out projects within material acquisitions, IT acquisitions and IT projects, logistics and supply chain, as well as business development.

FMI intends, as a general rule, to enter into several framework agreements with one supplier for each framework agreement, where the framework agreements are divided by different competence areas, in the form of material acquisitions, IT acquisitions and IT projects, logistics and supply chain, and business development.

It is emphasized that this market dialogue covers all the above-mentioned competence areas.
The framework agreements are expected to run for 4 years.

The estimated value, which includes all framework agreements divided by competence area and full duration, amounts to DKK 750,000,000. FMI’s estimate of the framework agreements’ value is based on historical consumption and an estimate of future needs.

The expected date for publication of the tender is set to 16 December 2026. This date is indicative and may change.

Reference is generally made to Annex 1, Questionnaire, containing detailed descriptions of the tender as well as preliminary requirements for the service and contractual terms.

The market dialogue is expected to be conducted purely in writing, based on questions derived from Annex 1, Questionnaire, within the following areas:
i) Information about the company,
ii) Input on determining the procurement process,
iii) Input on defining competence areas within program and project management,
iv) Input on defined and desired requirements for the service and contract.

After receiving responses from the market on the questions, FMI reserves the right to follow up on the answers by contacting one or more companies or by holding meetings if FMI deems there is a need for this.

FMI encourages the market to respond to this market dialogue by Friday, 13 November 2026 at 14:00 by completing Annex 1, section 3, and by attaching any additional input or information the company may find relevant in connection with the upcoming tender. The requested information should be submitted by creating a consultation response in Digital Tendering.

Reference is generally made to the documents uploaded to Digital Tendering, including the document “Process Description for Market Dialogue Regarding Tender for Framework Agreement on Consultancy Services for Program and Project Management,” as well as Annex 1, Questionnaire, containing detailed descriptions of the market dialogue, including its purpose and procedure.
