3. The subject of this procedure is the implementation under the "design and build" system of the contract entitled: "Increasing the safety and reliability of wastewater collection and treatment for the Ostrowiec Świętokrzyski agglomeration through the modernization of the Municipal Wastewater Treatment Plant in Ostrowiec Świętokrzyski – Stage I". The investment includes the preparation of complete design documentation, obtaining the required decisions, agreements, and permits, the execution of construction, technological, sanitary, road, electrical, and AKPiA works, delivery and installation of equipment, system integration, commissioning and trial operation, staff training, as well as the preparation of as-built, operational, legal, and settlement documentation. The scope of the contract particularly includes the modernization of the building of coarse screens, 1st and 2nd stage raw sewage pumping stations, fine screens building, horizontal grit chambers, thickened sludge pumping station, switching chamber K2, PIX dosing station, blower station, pipe gallery, sludge thickening and dewatering station, lime silo, sludge landfill – Object 49, medium voltage switchgear building, administrative and social building, external lighting, switchboards, power and control cabinets, digital communication network, and the SCADA and AKPiA visualization system. The contract also includes the construction of Object 50, i.e., a complete installation for converting municipal sewage sludge into a soil improvement agent, along with a technological building, sludge and lime transport and dosing equipment, a hygienization reactor and agglomerator, biofilter, electrical and control installations, access road, site preparation, and removal of soil from the existing lagoon or embankment. The Contractor shall be obliged to conduct at its own expense the complete research, technological, documentation, and legal procedure resulting in obtaining a final product legally applicable as a soil improver, without waste status and not classified as waste under code 19 08 05. As part of Object 49, the Contractor shall perform a technical, structural, fire protection, environmental, and operational assessment of the existing sludge landfill and its roofing. If it is found that the existing object does not meet current requirements, the Contractor, under the contractual remuneration, shall carry out all necessary design and construction works, including repair, modernization, reconstruction, reinforcement, partial or complete demolition of existing elements, and their restoration or construction of a new object. The outcome of these works must be the retention or construction of a complete, roofed shelter or other equivalent structure intended for safe storage of sludge or the final product, complying with all applicable regulations, construction standards, fire protection requirements, occupational health and safety, environmental protection, and the contracting authority's operational requirements. It is unacceptable to complete the contract without ensuring a functioning, roofed storage place for sludge or the final product.
3.2. The treatment plant is an active facility and must maintain uninterrupted capacity to receive and treat wastewater and conduct sludge management throughout the contract execution period. The Contractor is obliged to design, organize, and conduct works in a way that ensures continuity of technological processes, including the application of necessary staging of works, technological bypasses, temporary pipelines, replacement pumping stations, backup power and control systems, and agreed switchovers. Throughout the modernization work period, the treatment plant must meet all requirements, conditions, and parameters specified in the applicable water permit, especially regarding the quantity and quality of discharged treated wastewater. It is unacceptable to deteriorate the quality of treated wastewater, reduce wastewater intake capacity, or cause exceedances of water permit parameters due to the Contractor's actions or omissions. The Contractor is responsible for the consequences of technological process disruptions caused by reasons attributable to them.
3.3. The Contractor is responsible for the completeness, compliance, and mutual compatibility of all designed and executed solutions, achieving the required technological parameters, integrating devices with the SCADA/AKPiA system, conducting required tests, trials and measurements, performing mechanical, electrical, hydraulic, AKPiA, and technological commissioning, and handing over to the Contracting Authority a complete set of documentation, licenses, configurations, controller programs, backup copies, and manuals.
The detailed scope and requirements are specified in the Functional-User Program (PFU), which is the overriding document relative to this description. The contract scope constitutes a designated portion of the complete attached PFU.
