The necessary ICT consulting services will be put out to tender for the needs of the Eastern Uusimaa welfare area and to support the change. The procurement will focus on ICT design and management services, including project management and integrator services, as well as definition and architecture services with the content described below.
The aim of the procurement is to have reliable and strategic partners with whom the Eastern Uusimaa welfare area is able to develop its ICT services and who are able to operate and deliver expert services in a multi-supplier environment.
A framework agreement shall be established on the basis of the procurement, in which five service providers shall be selected if a sufficient number of tenders meeting the minimum requirements are received. The subscriber shall procure consultancy services under the framework agreement, as appropriate, in accordance with annex 6 to the invitation to tender in accordance with point 5 Framework Agreement.
The procurement procedure is an open procedure in accordance with the Procurement Act.
The scope of the procurement covers the following areas of ICT planning and management services:
1. Projektinhallintapalvelut
Typical tasks included in project management services are project manager tasks for ICT subprojects and project leader tasks carried out in cooperation with the client, especially when the actual project manager comes from the wellbeing area of Itä-Uusimaa and not necessarily his or her own ICT substance expertise. The client can also outsource the project manager task to the service provider in its entirety.
2. Integraattoripalvelut
Typical tasks of the integrator service include the implementation and coordination of two different ICT systems. The expert must have in-depth expertise and experience to successfully implement integrations. These are typically one-off projects, such as. integration of data stream data from the Population Information System into all patient and customer information systems in the welfare area.
3. Definition and architecture services
Typical tasks of the definition and architecture service are the definition of ICT architecture (structures of common systems) and the technical definition below it. One example is the harmonisation of municipalities' customer and patient information systems, in which the key tasks are to simplify architecture. The technical specification can also define processes and take a position on how the systems of supplier cooperation in welfare areas should work. Architecture can also be approached as a process entity.
The tasks of an expert range from top-level sparring to concrete technical project tasks and project manager tasks or implementation supervision. Expert services shall be based on support from the background team to identify best practices and identify solutions on the market in relation to the needs of the subscriber.
In addition, the contracting entity may procure ICT expert services provided on a voluntary basis: information security expert services, data protection expert services and ICT procurement expert services up to a value of 15% of the maximum procurement volume.
