Following questions from potential suppliers published earlier, on 05.10.2026 a new annex regarding the description of the subject of the contract was added, titled: "REVISED 05.10.2026 - Annex No. 1 - Description of the subject of the contract - PV Installation and Energy Storage" The annex includes a change concerning the inverter used in the PV installation as follows:
The previous part of the description: "Hybrid inverter – minimum requirements The Contractor shall use a three-phase hybrid inverter with a rated AC output power of 20 kW, enabling direct cooperation with the offered energy storage. • Rated AC output power: 20 kW"
is replaced with the following wording:
"Hybrid inverter – minimum requirements The Contractor shall use a three-phase hybrid inverter with a rated AC output power of at least 20 kW, appropriately selected and configured to cooperate with the photovoltaic installation of up to 20 kW and the offered energy storage. • Rated AC output power: minimum 20 kW"
The subject of the contract is a comprehensive delivery, installation, configuration, commissioning, and handover for operation of a complete electricity generation and storage system, including: Task No. 1 – Photovoltaic installation up to 20 kW and Task No. 2 – Energy storage with a minimum usable capacity of 50 kWh. The subject of the contract forms one functional whole and will be executed by a single Contractor. Partial offers are not allowed. The Contractor bears full responsibility for device selection, their compatibility, installation execution, integration, configuration, commissioning, and proper operation of the entire system. DETAILED DESCRIPTION OF THE SUBJECT OF THE CONTRACT CAN BE FOUND IN ANNEX NO. 1
Delivery, installation and commissioning location – company headquarters: “ELEKTROTEAM” Ltd. E. Kwiatkowski Street 6 97-400 Bełchatów
Provision on order completeness: The subject of the contract should be treated as a complete system for generation, storage, and energy management. The Contractor is obliged to include in the price all devices, materials, protections, structures, work, software, licenses, configurations, measurements, documentation, and formal activities necessary to achieve full system functionality, even if not listed as separate items in this inquiry. The Contractor is responsible for proper operation of the entire system as a single functional unit, including correct operation of emergency power supply for separated circuits. Turnkey execution: The Contractor is required to perform the subject of the contract as a complete turnkey system, from verifying technical conditions at the implementation site to handing over to the Contracting Authority a complete, commissioned, tested, and ready-to-operate system. The offer price must include all devices, materials, structures, protections, cabling, software, licenses, installation works, configuration, measurements, documentation, and required formal activities necessary for full system functionality. No partial offers: Partial offers are not allowed. The offer must cover both Task 1 and Task 2 simultaneously. The order constitutes a functional one system, whose proper operation requires ensuring compatibility of PV installation, inverter, energy storage, BMS, and EMS. Partial subcontracting is permitted but does not release the Contractor from full responsibility for delivery completeness, device compatibility, commissioning, power parameters, and warranty and servicing.
Warranty: • complete system and performed works – minimum 5 years • inverter – minimum 5 years • energy storage – minimum 5 years • batteries – minimum 5 years • PV modules – product warranty minimum 12 years • warranty for PV module performance/power – minimum 25 years For energy storage, the Contractor shall also provide warranty conditions regarding capacity retention and battery durability.
PRICES IN FOREIGN CURRENCIES WILL BE CONVERTED TO PLN AT THE AVERAGE NBP EXCHANGE RATE ON 13.10.2026 (final bid submission date) Offers must be submitted on the attached "OFFER FORM" – Annex No. 2 along with the "DECLARATION OF NO CONNECTIONS" – Annex No. 3. The bidder is obliged to attach relevant annexes (e.g., product data sheet, brochure, catalog, specification, and photos, etc.) to confirm the parameters and functionality of devices/installations.
WE HEREBY DECLARE THAT WE EXCLUDE THE PARTICIPATION OF RUSSIAN CONTRACTORS / SUBCONTRACTORS IN THE EXECUTION OF THE ORDER. Bases for exclusion of contractors due to sanctions against the Russian Federation: Contractors subject to exclusion under Article 5k of Council Regulation (EU) No 833/2014 and Article 7(1) of the Act of 13 April 2022 on counteracting support for aggression against Ukraine shall be excluded from participation.

Participation conditions: - Economic and financial situation: Contractors who are in a financial and economic situation ensuring proper execution of the contract within the specified time may participate. The bidder confirms this by correctly submitting the offer. - Technical potential: Contractors who have the appropriate technical and equipment potential to deliver, properly configure, and install devices in the enterprise within the specified time may participate. The bidder confirms this by correctly submitting the offer. - Persons capable of executing the contract: The Contractor must provide an authorized manufacturer service or own service having qualifications to perform warranty repairs of the offered devices/installations. The supplier should have personnel qualified for operation and servicing of the offered equipment. - Knowledge and experience: The Contractor should have the knowledge, experience, personnel, and technical potential necessary for contract execution. To confirm experience, the Contractor should demonstrate that in the last 3 years they performed at least 2 installations involving cooperation between PV installation and energy storage, of which at least one included energy storage with a capacity of minimum 20 kWh.
