The purpose of this procurement is to conclude a framework contract for the provision of time and means for the development and implementation of the European Digital Identity Wallet, based on the proposal for a European framework for digital identity and the accompanying Commission recommendation for a Union common toolbox, either at a fixed price or on a time-spent basis.
The Wallet and other relevant components will be offered to Member States and other actors for the implementation of the requirements of the Regulation on a framework for a European digital identity. Starting from the end of 2022, it will be tested in extensive pilot projects.
The contract includes development work for a model wallet, complementary software for the ecosystem, as well as support for Member States in implementation between Q4/2022 and 2023.
The contractor is expected to develop a prototype wallet (Release 1) and update this prototype in two later releases. The exact scope and schedule of the work will be specified in the specific contracts.
