The contracting authority intends to establish a network of public electric vehicle charging stations within the city of Brno. Through this public contract, the contracting authority is commissioning the supply of stations. The contracting authority will ensure the execution of necessary construction modifications for station installation.
The subject of the public contract "Construction of a network of standard charging stations for electric vehicles in the city of Brno – 'Brno Public Charging Station Network – NAB AC Purchase Phase – 2026 – II'" is the purchase of electric vehicle charging stations with AC 22kW charging points according to specified parameters in the tender documentation. These are charging stations available as pillars and wallboxes equipped with either two charging points or one charging point. Charging stations with two charging points must allow simultaneous (parallel) charging of two electric vehicles while maintaining the declared performance on individual AC outputs. The charging stations must allow dynamic adjustment of the output charging power to values lower than the nominal station parameters (dynamic load management) for the purpose of power control according to operational status or to comply with the maximum available power supply to the station’s consumption point in the location.
The technical parameters of the offered stations must comply with the tables "Technical Specification" (a total of 5 tables, which are also Annexes No. 1 – 5 of the framework agreement). The contracting authority points out that meeting the conditions according to the "Technical Specification" tables serves as proof of technical qualification pursuant to § 79 paragraph 2 letter k) of the law (see Qualification Documentation) and simultaneously as proof of compliance with the subject of the public contract. Only the participant in the procurement procedure who meets the participation conditions including the conditions concerning the subject of the public contract may become the selected supplier.
The contracting authority operates a network of charging stations connected to the back-end system of the company Chargee eMobility, a.s. All newly purchased charging stations will be connected to the same back-end system. Given this fact, the newly purchased charging stations must meet the connection conditions for this back-end system, i.e., they must fulfill the requirement of connectability and proper operation in the back-end system, which must be demonstrated by each participant of the procurement procedure in their offer – see conditions set in the "Technical Specification" tables (file 04 of the tender documentation). To fulfill this condition, the contracting authority states:
1) The supplier must provide, as part of the offer, a Confirmation from Chargee eMobility, a.s. that each type of charging station offered by the supplier is connectable and operable in the Chargee eMobility, a.s. back-end system.
2) For this purpose, part of the tender documentation (see file 09) is a document listing the minimum requirements for the charging station to be tested and, after successful testing, for the Confirmation to be issued.
3) The contracting authority further states that the price for testing one type of charging station is set by Chargee eMobility, a.s. at approximately CZK 100,000 excluding VAT. The contracting authority does not decide on the amount of the testing price.
An integral part of the supply of the charging stations is delivery, installation, commissioning of the charging stations, verification of their functionality, documentation according to the tender documentation and warranty service throughout the warranty period. The supply of charging stations for electric vehicles does not include work related to site preparation for placing the charging stations (i.e., especially electricity supply, foundation for charging stations, etc.).

4) Wallbox with 2 type 2 (Mennekes) sockets - DS wallbox 2z - 25 pcs
5) Wallbox with 1 type 2 (Mennekes) socket – DS wallbox 1z - 35 pcs
