The subject of the contract is to execute the project in the "design and build" formula of the investment entitled "Design and Construction of a Dewatered Sludge Storage Area of 3,500 m2 with Drainage" on the site of the Sewage Treatment Plant in Białystok, at 102 Produkcyjna Street, particularly including:
a) development of project documentation,
b) obtaining required agreements, opinions, and administrative decisions (including building permits),
c) execution of construction and assembly works together with the supply of materials and equipment,
d) conducting tests, research, and commissioning,
e) preparation of as-built documentation,
f) preparation and handover of the facility for use and obtaining the occupancy permit.

Design and Construction of a Dewatered Sludge Storage Area of 3,500 m2 with Drainage
The subject of the contract is to execute the project in the "design and build" formula of the investment entitled "Design and Construction of a Dewatered Sludge Storage Area of 3,500 m2 with Drainage" on the site of the Sewage Treatment Plant in Białystok, at 102 Produkcyjna Street, particularly including:
a) development of project documentation,
b) obtaining required agreements, opinions, and administrative decisions (including building permits),
c) execution of construction and assembly works together with the supply of materials and equipment,
d) conducting tests, research, and commissioning,
e) preparation of as-built documentation,
f) preparation and handover of the facility for use and obtaining the occupancy permit.
2. A detailed description of the subject of the contract is presented in the functional and utility program, which is part III of the SWZ – PFU and will be made available digitally after signing a confidentiality agreement during the site visit. All solutions adopted by the Contractor must meet the requirements of the PFU, legal regulations, and technical knowledge principles.
3. The contract will be executed on the site of an operational facility. The Contractor is required to carry out work in a manner that does not disrupt the continuity of the treatment plant's operation and in accordance with the internal rules and instructions of the Ordering Party regarding safety and organization of works. If it is necessary to disconnect power or technology, the Contractor must provide written notice of this fact 5 days before the planned works; a written consent from the Ordering Party will be a condition for undertaking actions related to disconnection of power or technological devices.
4. The visual monitoring indicated in the PFU should be integrated and mirrored in the existing system at the reception desks 1 and 2. The designer will agree with the Ordering Party on connecting to the perimeter monitoring system.
5. The Ordering Party allows the possibility of redesigning the entrance road to the sludge storage area from the north side. In this case, comprehensive re-agreements with the Ordering Party are required. The Ordering Party prefers a solution that does not interfere with networks covered by warranty.
6. In the case of a collision with a newly built network covered by warranty, the Contractor will obtain the guarantor's consent for the reconstruction of the medium voltage cable and fiber optic line.
7. All materials and devices used for the execution of the subject of the contract must be permitted for circulation in the territory of the European Union and possess valid EU certifications and CE marks.
8. The Contractor will conduct training for the appropriate number of the Ordering Party's personnel regarding the operation and servicing of the monitoring system and present a schedule of maintenance activities. The training should be conducted in a stationary form at the treatment plant with the participation of project representatives and staff responsible for operating the facility.
9. The Contractor is obliged to prepare and present to the Ordering Party for approval a schedule of ongoing work before commencing work.
10. According to Article 121 of the PZP Act, the Ordering Party reserves the obligation for the Contractor to personally perform key tasks, namely: earthworks with reinforced concrete. In other respects, the Ordering Party allows the participation of subcontractors.
11. The Contractor will provide the Ordering Party with a quality guarantee for a period of 5 years.
Due to character limit restrictions, further information is specified in the SWZ.
SITE VISIT
The Ordering Party requires that the Contractor conducts a site visit before preparing an offer, to estimate the cost and risk of any data that may be necessary to prepare the offer, at their own responsibility. The Contractor bears full responsibility for the consequences of lack or faulty recognition of the conditions for performing the contract. Participation in the site visit is a prerequisite for submitting an offer.

by phone, with at least three days' notice, from Monday to Friday between 8:00 AM and 2:00 PM.
Before the site visit, the Contractor is additionally obliged to submit:
• Power of attorney to represent the Contractor. The power of attorney must be submitted in the form of the original or a notarized copy certified as true to the original;
• A statement from the Contractor confirming the confidentiality of all information obtained as a result of the site visit and documents constituting a business secret signed by a person representing the contractor or acting on the basis of a power of attorney.
Confirmation of the site visit along with a confidentiality statement constitutes Annex No. 7 to this SWZ.
Confirmation of the visit is a certificate of the site visit – according to the template constituting Annex No. 7 to this SWZ – signed by one of the persons mentioned above, which must be included in the offer.
After signing the confidentiality statement, documentation constituting part III of the SWZ will be made available digitally.
WARNING: The Ordering Party will reject, based on Article 226, paragraph 1, point 18 of the PZP Act, the offer of a contractor who did not attend the site visit.
The Ordering Party, in accordance with Article 131, paragraph 2 of the PZP Act, when determining the deadline for submitting and opening offers, included the obligation to conduct a site visit.
During the site visit, no answers regarding the Subject of the Order or SWZ will be provided by the representatives of the Ordering Party. Questions should be directed via the site of the tendering process:
