The software to be procured, Legal AI Workspace, must support specialized legal work within the KfW Group by means of generative artificial intelligence as a specialized working environment. The software will be used particularly for legal research, analysis and preparation of legal content as well as for the (partially) automated creation, revision, and structuring of documents and other legal work products. Users are persons from the Legal department as well as other departments and subsidiaries within the KfW Group. A Legal AI Workspace combines large language models with specialized processing layers optimized for working with legal content. It differs from general AI assistants in that it integrates legal specialized processes in a unified working environment and employs mechanisms indispensable for professional legal practice. These include in particular: the transparent anchoring of generated statements in verifiable sources, the structured processing of complex documents, and the rule-based examination of contract contents. The software must provide the following core functions.
Legal Research:
The software must be capable of answering complex legal questions based on relevant legal sources. Every generated statement must be traceable to concrete, verifiable sources (especially laws, case law, commentary literature) and made transparent to users. KfW considers integrated access to curated legal databases a quality-enhancing feature. Furthermore, the software must be able to work with documents and internal knowledge databases provided by KfW.
Document Analysis and Contract Evaluation:
The software must be able to process and evaluate documents, including complex structured contracts, tabular contents, and scanned documents, without losing essential structural information. This includes the ability to systematically and completely check contract contents against predefined review standards.
Text Creation and Drafting Support:
The software must support the creation and revision of legal texts, especially contract drafts, notes, and opinions. Proposed changes must be directly traceable within the document; merely providing generated text for manual adoption by users does not meet the requirements. The software is a supplement to general AI software already in use at KfW. The new software will be operated as an independent tool and uses a model infrastructure provided by the contractor. It is expected that the software will achieve significant efficiency and quality improvements in daily legal advice, document creation and review, as well as recurring standard legal tasks. Notwithstanding the provision of the software as a Service (SaaS) described in this document and any usage rights granted therein, the provision of the software must at least meet the intended purpose. KfW shall have at least those usage rights necessary to fulfill the intended purpose.
The contractor therefore owes the following services:
(a) Provision of software with the specified functionality,
(b) Execution of a project to implement the software,
(c) Operation as SaaS,
(d) Provision of additional services as needed,
(e) Termination support.
