Description:
Framework agreements are sought for consulting services in technical support and application development for bank-owned evaluation and settlement systems related to trading transactions.

The subject of this procurement procedure is the procurement of framework agreements with up to three companies for consulting services. The awarding of consulting services is carried out in two lots:


LOT-0001
Lot 1: Technical consulting services.
Consulting services are expected to support the technical organizational units in the conception, definition of requirements for technical implementation as well as conducting technical tests. These include, in particular: - Accompanying new product processes upon the introduction of new money and capital market products - Technically correct determination of cash flows of relevant transactions while considering Day Count Conventions, holidays, and other parameters, and based on that, the evaluation of these transactions - Implementation of technical requirements in the context of regulatory changes - Consideration of life-cycle events, collateral provisions, and compliance with regulatory requirements (Mifir, Mifid, EMIR, SFTR; AWV, MMSR, ISDA SIMM, SA-CCR, IRRBB, market fairness review) The framework for the concluding framework agreement for Lot 1 amounts to up to 360,000 EUR net per year.

Lot 2: Support application development.
L-Bank develops and operates standardized, as well as L-Bank specific software solutions. These include, among others, the two systems Nelos and BSP. - Nelos is an in-house development for managing derivative financial instruments in the back office. This product needs to be expanded with further functional components arising from changed market situations or regulatory requirements. Furthermore, change requests arise due to changes in the infrastructure (e.g., interfaces, architecture, persistence frameworks, front-end frameworks). The JEE application consists of software components that are currently operated on on-premise hosted JBoss clusters. In line with our IT strategy, the applications will be migrated towards a cloud-oriented architecture. The decomposition of the application platform into more independent functional blocks will be a central theme to develop and operate these components in a cloud environment (Google Cloud Platform (GCP)). Data storage is done in Oracle and Informix databases, increasingly PostgreSQL in the GCP. Frontend technologies include web frameworks like JFS and Angular. For the interfaces to other systems - both internally to the account management system SAP and externally, e.g., for the exchange of applications with central institutions - web services are used. An Enterprise Service Bus (ESB - Quarkus/GCP) serves as the exchange platform. For the development process, tools such as Maven, Jenkins, SonarQube, Hibernate, LiquiBase, and Bitbucket/Github are used. There may also be changes in the technology stack as well as changes in tool usage during the term of the contract. - BSP is a C#/.NET based family of applications used for daily calculations of market values and other financial metrics for the portfolio (bonds, swaps, interest/currency/credit derivatives, overnight funds) using the MoCo valuation library. Additionally, BSP is used for scenario calculations (IRRBB, repackaging risks, spread risks), sensitivity calculations (Initial Margin), as well as the calculation of curves (interest curves, survival probability curves) and their daily monitoring. Through the web service component, the market fairness review of the derivative new transactions recorded in Nelos is conducted with intraday market data. In addition to the console applications of the daily batch run and the web services (AspNetCore/WCF), BSP also includes a Windows desktop application based on WPF for the review and reassessment of the metrics and maintenance of the configurations. Oracle is used as the database. Both financial mathematical consulting and support for the further development of the system are sought. This includes technical specifications for changes to the MoCo library, planning and time estimates, as well as specific guidelines for the extension or adaptation of functionalities. From a technical perspective, this includes the development of suitable sources, involvement in the deployment process, and support in 2-level support for operational issues with the system. The framework for the concluding framework agreement for Lot 2 amounts to up to 940,000 EUR net per year.
