Invitation to market dialogue Profiling of rails and switches

The subject of the market survey and possible competitive tendering is the profiling of railway tracks and switches, for example by grinding or milling at several traffic points around Finland.

A possible competitive tendering process for an open procedure is planned to take place during the end of 2023.

The implementation of the service to be procured by the selected single supplier is expected to start at the beginning of 2024, and the contract period is tentatively 2–4 years.

This announcement constitutes an invitation to market dialogue. It is neither a contract notice nor an invitation to tender. No bids are requested for this notice. This notice does not shorten the deadlines for any subsequent procurement procedure and participation in the market dialogue is not a condition for participation in the procurement. Market dialogue shall not be binding on the parties participating and participation shall not be remunerated for such participation.

The purpose of the market dialogue is to hold a bilateral meeting with the registered tenderers, during which there is a general discussion about the object of the procurement and the tenderer's solution options. The goal is to implement the provider meetings in June 2023 as Teams remote meetings. If necessary, the contracting entity may make written enquiries and request comments on the tender documents related to the procurement. The contracting entity will decide on the content and scope of any market dialogue as the process progresses.

We kindly ask journalists interested in market dialogue to register no later than 30.5.2023 at 12.00 noon (Finnish time) by e-mail to: kilpailutus@hansel.fi, the e-mail should be titled as follows: "Profiling of rails and switches of the Finnish Transport Infrastructure Agency market dialogue". Information to be provided in the registration: Company information (company name and business ID), contact person's name, email address, telephone number and a brief description of the previous implementations of the work subject to the supplier's market survey, available work machines and whether any subcontractors are involved in the implementation of the service.

This invitation to market dialogue does not oblige the contracting entity to conduct an actual procurement procedure, the information provided in the invitation is preliminary and indicative preliminary information.
