Description:
Consulting services are sought to enhance the sustainability of agricultural enterprises, focusing on biodiversity, climate resilience, and resource efficiency, with funding contingent on the selection of providers through this procurement process.

A framework agreement is to be awarded for the provision of consulting services according to Art. 78 of the EU Strategic Plan Regulation (EU) 2021/2115 of 2 December 2021 for the ML. Defined consulting services for agricultural enterprises are being tendered. The measure aims at the preservation and improvement of the sustainability of agricultural enterprises, with particular attention to the aspects of biodiversity, climate resilience, animal welfare, and efficient use of resources through knowledge transfer. The consulting services are only eligible for funding if the consultations are carried out by consulting providers and consultants selected through this procurement procedure. Further details on the type and scope of the contract can be found in the service description – Technical Part (Part B) and the service description – Funding Procedure (Part C) as well as in the other attached documents. The framework agreement is intended to be concluded with multiple companies (§ 21 Para. 4 No. 1 VgV) in order to allow farmers to choose their consulting provider. Awards will be granted according to the ranking based on the evaluation of the offers until the sum of the awarded offers reaches the available funding amount of EUR 5,849,200 within the contract period 01 March 2027 - 30 June 2029. Therefore, the last awarded offer will probably not be fully considered but only insofar as the available funding is exhausted. The maximum possible funding volume per consulting provider during the entire contract period will be determined within the procurement procedure, whereby a maximum amount of up to EUR 300,000 may be allocated per consulting provider. This amount may be exceeded in the case of a later allocation of canceled funds (see below). If a consulting provider does not require/call up their amount, funds will be canceled for them. The funds thus freed up can be assigned to other consulting providers. Further details on this can be found in the service description – Funding Procedure (Part C). The conclusion of the framework agreement initially does not constitute a claim to the funds nor does it represent the granting of a subsidy. For this, a separate funding application must be submitted and approved within the framework of the funding procedure (see also service description – Funding Procedure (Part C)).
