Expert and Consulting Services - Technical Inspections, Planning and Construction Accompanying Expert Services for Quality Assurance.
The client intends to conclude a framework agreement for the technical examination of planning and execution documents as well as the performance of expert services for construction projects at the University Hospital of Cologne in the area of technical and structural facilities.

The subject of the procedure is the cross-trade commissioning of external experts for the following main areas of performance:
preventive structural fire protection, electrical engineering/safety engineering,
Technical building equipment (heating, ventilation, sanitation),
structures/construction, medical technology/clean rooms as well as
explosion and occupational safety.

The services include, among others, the examination of execution planning in service phase 5 (HOAI reference), the alignment with relevant technical regulations and approval requirements, the preparation of test reports with deviation and defect lists, as well as the accompaniment of acceptance tests.

The examinations are conducted particularly according to the requirements of the SVVO NRW and the PRÜF VO NRW for the respective relevant disciplines (e.g., TGA systems, safety lighting, fire alarm systems, structural safety inspections).

The contractor will only employ correspondingly recognized or qualified experts; all inspectors must be publicly appointed or recognized experts.

The framework agreement is not exclusive; the client reserves the right to tender similar services separately, in parallel or additionally.

The services will be called upon individually by the project management medfacilities Bau GmbH (mf Bau) on behalf of the University Hospital Cologne.

Expected Contract Duration / Volume
Contract duration: approximately 4 years (expected from 01.09.2026 to 31.08.2030).

Maximum call-off amount from the framework agreement: up to 1,500,000.00 EUR net over the entire duration; no minimum purchase obligation exists.

Remuneration Model
The remuneration is based on effort and is calculated on agreed hourly rates for three service phases (planning phase, site appointments, initial inspections prior to commissioning).

The hourly rates are offered in the price list; travel costs and incidental costs are included as all-inclusive prices in the hourly rates.

Special Requirements for Suitability
The service provision is mainly aimed at expert offices that:

- have recognized testing experts according to PRÜF VO NRW (e.g., supply engineering, electrical engineering) or recognized construction technical experts according to SVVO NRW;
- can prove at least 5 years of relevant professional experience of the key personnel;
- can prove at least 3 comparable testing orders in recent years (e.g., tests of installations with installation sums > 250,000 EUR net per cost group);
- maintain a sufficiently large, interdisciplinary pool of experts for the relevant trades (fire protection, TGA, electrical, structure, medical technology, explosion/occupational safety) and prove its availability;
- ensure personnel continuity (at least 80% of the key personnel named in the offer must actually be employed during the project duration).

Award Criteria (Short Info)
The award is made for the most economically advantageous offer based on the quality-to-price ratio. Quality is weighted at 70%, and price at 30%.

On the quality side, in particular, the following are evaluated:
- a project-related test concept for a hospital building (approx. 50 million EUR, OR/Intensive/Laboratory),
-a concept for response time/accessibility (up to 4 hours), as well as
-size and proximity of the expert pool (travel time: 60-180 minutes to Cologne).

The concepts are evaluated by three experts. In case of differing individual evaluations, the experts agree on a common evaluation.

The price is assessed based on the total price derived from the offered hourly rates and the fictitious annual quantities for 4 years relative to the most economical offer.
