The acquisition aims at supplying 6 electric buses with a length of 10 m, together with 6 slow recharging stations and 2 fast charging stations within the projects: "Modernization and extension of public passenger transport through the acquisition of non-polluting means of transport (electric buses) – Route nr. 1 (3 buses, 3 slow charging stations and fast charging station) and "Modernization and extension of public passenger transport through the acquisition of non-polluting means of transport (electric buses) – Route nr. 2 (3 buses, 3 slow charging stations and one fast charging station), financed from the National Recovery and Resilience Plan, Component 10 – Local Fund – I.1.1. – Renewal of the fleet of vehicles intended for public transport (purchase of clean vehicles), in accordance with the provisions of the tender specifications and under the terms of the contract clauses.
The contracting authority will respond to requests for clarifications sent by economic operators within the deadline specified in section I,3 (18 days before the deadline for submission of bids), on the 11th day before the deadline set for submission of bids, so that economic operators benefit from the 10 days provided by Law no. 98/2016.

The electric buses to be supplied will be new and will meet all conditions related to reliability, security, comfort, environmental protection at the level of current European standards.
All 6 electric buses, which will be offered, will be manufactured by the same manufacturer and under the same brand, according to a unitary solution. All subassemblies and component parts will be series, interchangeable, to the entire batch delivered. The origin and manufacturer of the subassemblies, aggregates and equipment of electric buses will be preserved for the entire batch of buses delivered.
The bus as a whole, comprising important subassemblies (drive axle, front axle, compressor, steering gear, power steering pump, electric motor, alternator(s), battery packs, bodywork, heating equipment, air conditioning, etc.), must be guaranteed by the bus bidder by warranty certificates, accompanied by certificates of conformity.
All subassemblies and components fitted to electric buses must have normal operation without changing their performance under the environmental conditions in which the vehicles operate.
All electric buses will allow both slow charging and fast charging of the electric batteries they are equipped with.
The electric buses will have type approvals granted by the competent authorities so that they can be registered in Romania, taking into account: Regulation (EU) GSR 2019/2144 of the European Parliament and of the Council of 27 November 2019, Regulation (EU) 2018/858 of the European Parliament and of the Council of 30 May 2018, Directive 2019/1161/EC on the promotion of clean and energy-efficient road transport vehicles, of Order 2132/2005 – RNTR 7 and Order 2024/2020-RNTR 2, with all subsequent amendments and completions and will be carried out, in accordance with the adopted laws on access to electric buses for persons with disabilities, respectively updated Order 189/2013 and Law 448/2006 updated.
The delivery time is a maximum of 11 months.
Along with the delivered buses, will also be provided
-6 electric slow charging stations and
-2 electric fast charging stations,
compatible with the buses offered, ensuring charging by the same type of plug-type connectors, not by the use of pantographs, having the characteristics specified in the specification.
The supplier has the obligation to deliver the charging stations at least 60 days, before the agreed deadline for the delivery of the buses, so that they can be installed before the delivery of the electric buses, in order to carry out their tests.
The connection of the stations to the electrical network will be done by the care of the buyer, the expenses involving them, not being included in the supply contract.
The supplier will provide technical assistance for the installation and commissioning of the charging stations, their reception report being made at the earliest, with the reception of the first bus.
The delivery of buses and recharging stations will be accompanied by a number of related activities, as required by the tender documentation, consisting of:
-delivery of SDVs and specific equipment, application software documents (with unlimited license in time), spare parts and first equipment materials, parts and consumable and high-wear materials. etc., provided for in the annexes to the contract.
-ensuring service and troubleshooting activities, during the warranty period, according to the specifications of the specifications,
- ensuring the training of the Purchaser's personnel, in accordance with the obligations assumed in the technical proposal
