The subject of the public procurement contract is the supply of 10 new electric buses for public passenger transport and 3 fast charging stations (installation, integration, configuration, testing and functional trials, commissioning, staff training, staff authorization, completion of the necessary formalities for registration and putting into circulation, correction of any non-conformities found during the verification and acceptance phase), within the project: "Urban Mobility – construction of a bus depot and procurement of public transport vehicles without CO2 emissions, including charging stations, in the city of Buftea, Ilfov County," funded through the Bucharest–Ilfov Regional Program 2021–2027, Priority 4 – "A region with high mobility," Specific Objective 2.8 – "Promoting sustainable multimodal urban mobility as part of the transition to a carbon-neutral economy," from the European Regional Development Fund (ERDF), under the project call PR BI/P4/4.1/4.2/1/2025.
The contract targets the acquisition and commissioning of:
10 new electric buses intended for urban public passenger transport;
3 fast charging stations compatible with the supplied buses;
equipment, accessories, software and components necessary for the integrated operation of the electric transport system;
related delivery, commissioning, testing, staff training, and warranty services.
The project implementation and procurement of non-polluting public transport vehicles aim to:
• increase the attractiveness of public transport and its usage rate within the modal distribution of urban trips;
• reduce greenhouse gas emissions and contribute to climate neutrality objectives;
• decrease atmospheric and noise pollution generated by urban traffic;
• promote urban public transport as a sustainable alternative to personal car use;
• increase the population's accessibility to main points of interest in the city of Buftea;
• improve the public transport service by reducing travel times and enhancing service quality;
• reduce social and economic costs generated by urban traffic congestion;
• develop a modern, energy-efficient urban mobility system adapted to green transition requirements.
The estimated outcomes through contract implementation include:
• introduction into circulation of a fleet of modern electric buses with zero local CO2 emissions;
• development of infrastructure necessary for fast charging of electric vehicles;
• reduction of fossil fuel consumption in local public transport;
• improvement of comfort, safety and accessibility for public transport users;
• increased reliability and operational efficiency of the public transport service;
• alignment of Buftea city's urban mobility system with European objectives on sustainable mobility and environmental protection.
Deadlines for submitting/responding to requests for clarifications/additional information:
A. According to the provisions of art.160 par.(1) of Law no.98/2016 with subsequent amendments and completions, the final deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the final deadline for submitting offers.
B. According to the provisions of art.160 par.(2) of Law no.98/2016 with subsequent amendments and completions, clear and complete answers to all clarification requests/additional information will be provided on the 11th day before the offer deadline through a consolidated reply, to the extent that they are addressed within the deadline set by the participation announcement.

Through the procurement of buses and charging stations, the contracting authority – the City of Buftea – aims to increase the attractiveness and efficiency of the local public transport system in the city and adjacent areas, by implementing integrated measures aimed at improving passenger bus transport and discouraging the use of private transport, respectively encouraging the use of alternative transport, renouncing personal cars, and implicitly reducing polluting emissions. The acquisition of new electric buses will contribute to improving the efficiency of passenger public transport in the City of Buftea, its frequency and travel times, accessibility, and transfer from private transport.
The technical characteristics for the buses and charging stations to be procured are those specified in the Specification and feasibility study.
Contract modification during its validity period is done under the conditions provided in art.221 of Law no. 98/2016, with subsequent amendments and completions.
