Description:
The project aims to implement a new Di@vgia system that enhances public service efficiency through improved data management, interoperability with other public sector systems, and the use of advanced technologies to optimize document processing and reporting.

The objective of the project is the implementation of the new Di@vgia taking into account the modern institutional, operational, and technological developments, the proper application of the legislative framework with emphasis on the General Data Protection Regulation (GDPR), and the optimal utilization of Di@vgia information with an architecture based on data and secondarily on documents. The project aims to increase the efficiency and productivity of public services by enriching the applications of the Di@vgia Program, complementing functionality for collaborative drafting and management of documents for posting based on standardized documents and data structures, and to add value to the Program by utilizing and enriching the information gathered therein with the use of other information sources to create a system of complex reports (reporting) and other complementary application subsystems and solutions. The new system will allow monitoring of the operation and organizational structure of public administration combined with information related to the responsibilities of agencies within the framework of multi-level governance as well as personnel data as recorded in the Human Resources Registry of the Greek Public Sector. The aim is to provide objective data for the implementation of the National Administrative Procedures Policy and the prioritization of actions of the National Program for Simplification of Procedures. For this purpose, care has been taken to significantly enhance interoperability with third-party public sector systems for information dissemination without necessarily requiring intervention by the end user. Additionally, through the expansion of information to be kept structured (set of metadata), it will be possible to depict data groups with special characteristics that enhance transparency at the level of monitoring/evaluation by the general public of indicators related, for example, to the operation and structure of Public Administration or/and financial metrics (public spending). For this purpose, other sources and publicly available data will also be utilized to support the monitoring of the operation and activities of agencies and support decision-making. The solution will include creating a system for proper (and as complete as possible by sector) structured collection and processing of data from various public data sources and subsequently making them available to the general public. Indicative examples of sources are data from developing systems for GOV ERP, HRMS, the Registry of Civil Society Organizations, ESIDIS, KIMDIS. A distinct subsystem will be developed for further exploitation and extraction of specialized reports aimed at monitoring the structure, operation, and activities of public administration as well as monitoring expenditures and procurements and supporting the decision-making process. The system will be expandable to add new sources arising from other actions. Also, within the scope of the action, improvements will be made regarding identified issues related to managing the very large volume of documents collected by Di@vgia, which is growing at a rapid rate, leading to the necessary transition of infrastructure to public cloud computing services. In this context, the advanced services provided by public cloud computing will be better utilized to ensure uninterrupted service provision and monitoring of these services at the lowest possible cost. Considering the lifecycle of administrative documents posted, the action will address challenges such as cleaning multiple copies of the same documents, extracting all information in data format, optimizing the quality of Di@vgia metadata, and automatic publication of important data sets in the central open public data repository www.data.gov.gr. The project also aims to adopt a new architecture enabling a drastic reduction, of at least 65%, of the required storage space and computing resources while ensuring the proper functioning of the system. To achieve the above goal, both emerging artificial intelligence and language model technologies will be utilized, as well as techniques for the proper insertion of metadata in related information facilitating their search, categorization, and utilization. This contract concerns a single unified object and is not divided into parts due to the project’s architecture, the strong interdependencies, and complementarity of the individual services composing it, as well as the high interoperability requirements that must be ensured both between the functional units (subsystems) developed in this project and with third-party systems of agencies of the Greek Public Sector. The non-division of the contract enhances the quality and security of the project, as unified management reduces the likelihood of security gaps or incompatibilities between different systems and facilitates coordination of its implementation. The contract duration is set at thirty-two (32) months, including the process of inspection and delivery acceptance. The contract will be awarded based on the most economically advantageous offer, based on the best quality-price ratio.
