Description:
Execution of a photovoltaic installation with a capacity of approximately 150 kWp, including construction, installation, and ancillary works, along with necessary technical approvals and compliance with environmental standards.
Execution of photovoltaic installation including ancillary works.
The order covers construction and installation works of photovoltaic installation with a capacity of minimum 148 and maximum 150 kWp along with ancillary works and installations:

1. The photovoltaic installation will consist of the following main components:
- monocrystalline photovoltaic panels, module power not less than 540 Wp
- inverters with a minimum power of 50 kW each,
- supporting structure for the remaining elements,
- connection of the installation to the power grid;
2. Grounding and equipotential bonding installation;
3. Post-installation construction works;
4. Post-installation measurements, reporting and commissioning of the installation (understood as technical start-up);
5. Preparation of the Technical Project(s), including power change and other changes to the PV installation;
6. Notification to the distribution system operator (DSO) about connecting the photovoltaic installation to the power grid;
7. Approval by a fire protection expert regarding compliance with fire protection requirements of the installed photovoltaic installation design by an authorized expert and notification of the photovoltaic installation on behalf of the contracting authority to the State Fire Service authorities (in accordance with Article 56(1a) in connection with Article 29(4)(3)(c) of the Act of 7 July 1994 Construction Law, Journal of Laws 2023 item 682).

Attached is the building permit concerning execution of a 400 kWp PV installation divided into 5 panel installation areas – this inquiry covers only the PV4 area – the southern roof slope of the newly designed HM7 hall.
The HM7 hall is being realized under a separate procedure (Announcement no. 2026-6432-290171, Competitive Database) – the PV installation contractor will be obliged to coordinate works with the construction works contractor under the above-mentioned procedure (e.g., regarding loads or confirmation of loads from the hall's project and the layout of posts (spacing) for mounting the structure – the load-bearing structure under the panels is built as part of the hall construction referred to above).

Attached are the documents necessary for proper valuation of the installation:
- drawing from the PV project marked with the scope (PV4 only),
- building permit decision for the PV installation,
- project for the building permit of the PV installation.

Evaluation criteria:
- Price
60% (max. 60 points)
Points awarded for the "price" criterion =
(lowest net offer price / evaluated net offer price) x 60 pts
- Length of product warranty on panels
15% (max. 15 points)
a) points gained in the "product warranty length on panels" criterion =
(warranty period offered / longest warranty period offered) x 15 pts

Participation conditions:
- Knowledge and experience: The contracting authority will consider this condition met if the Contractor:

- proves that within the last three years prior to the offer submission deadline (or if the period of business activity is shorter – during that period) they have properly completed at least two installations of photovoltaic systems with a minimum power of 140 kWp

and

- presents evidence whether those installations were properly executed, where evidence means references or other documents prepared or signed (initialed) by the entity for whom the installations were performed; if the contractor for reasons beyond their control cannot obtain these documents, other appropriate documents confirming this participation condition in the procurement procedure.
- Persons able to execute the order: The contracting authority will consider this condition met if the Contractor proves that for the order execution they will employ at least one person holding a valid qualification certificate in electrical power engineering (group G1), in the E scope (operation), or equivalent qualifications authorizing work on electrical power devices, installations and networks.
