Purchase of electric buses for hilly conditions and charging stations as follows:
- 20 pcs electric buses operable in hilly conditions
- 20 pcs slow charging stations
- 5 pcs fast charging stations
The deadline by which economic operators may request clarifications or additional information in relation to the tender documentation is 18 (eighteen) days before the deadline for submission of tenders.
The contracting authority will respond clearly and completely to all requests for clarification 11 (eleven) days before the deadline for the submission of tenders set out in the contract notice. Requests for clarification will be submitted in editable format. The contracting authority will publish in SEAP at www.e-licitatie.ro the responses to requests for clarifications received, without mentioning the name of the applicant, under the List of clarifications, notifications and decisions section.

The purchase of electric buses for hill conditions and charging stations for the project "Modernization of the passenger car park in Tulcea city by purchasing clean vehicles for public transport" contributes to the improvement of public transport in the Tulcea Municipality by renewing the fleet of public transport means on the existing public transport routes and equipping them with intelligent transport systems. This acquisition aims at the purchase of 20 new electric buses, with fully electric drive, intended for the public transport of passengers of approx. 10 m, operable in hilly conditions and 25 charging stations of which 20 slow charging stations for the bus depot and 5 fast charging stations for the trail ends.
The general objective to which the supply of the products purchased under this procedure contributes is the achievement of a public interest consisting in the improvement of the public transport in the Tulcea Municipality by renewing the fleet of public transport means on the existing public transport routes and equipping them with intelligent transport systems.
Specific objective 1: Develop and modernise the infrastructure needed to modernise and expand public passenger transport that is sustainable, attractive and efficient. Ensuring quality infrastructure will generate results such as an increase in the number of passengers per transport unit and of users who will opt for urban public transport, to the detriment of those with private cars.
Specific objective 2: Ensuring a modern and clean public motor transport and encouraging alternative private transport by purchasing a number of 20 electric buses operable in hilly conditions and setting up 20 bus charging stations at the depot and 5 on the route, within the end station, thus determining the reduction of greenhouse gas and polluting gases emissions and the increase of the quality of life in Tulcea, along with the installation of 2 charging stations for electric cars. The achievement of this objective will lead to a significant reduction in greenhouse gases generated by road transport, both publicly and directly and by road transport by private car, either by increasing the number of people who will opt for public passenger transport or by increasing the number of users of electric cars, being encouraged by the loading equipment that will be made available.
Specific objective 3: Optimization of urban public transport in Tulcea Municipality by implementing intelligent transport systems, respectively: - AVL Subsystem - vehicle monitoring and dispatching solution; - E-ticketing subsystem - tolling solution based on the use of contactless card and paper tickets; - Subsystem of passenger information in the vehicle - information panels in LED technology and infotainment; - Subsystem for counting passengers in the vehicle; - Security subsystem - video monitoring solution at vehicle level; - Passenger information portal "Travel Planner" - WEB portal and mobile application (Android, IOS); - Traffic light subsystem. By implementing intelligent transport systems, the conditions for accessible, efficient services, in conditions of comfort and safety, which contribute to the increase of the quality of life and to the economic development, will be created.
