Väylävirasto, the Finnish Transport Infrastructure Agency, is preparing a new service to measure and analyse electrical power quality in the railway overhead contact system, aiming to support maintenance and investment decisions across the electrified network.

Early signal on a new rail power quality service

On 14th September 2026, Väylävirasto published a prior information notice for an enhanced Electric Power Quality Measurement Service. The service focuses on the overhead contact system that delivers traction power across the railway network.

According to the notice, Väylävirasto wants to monitor and analyse electrical power quality in the railway network and use that information to support both maintenance and investment decisions. The emphasis on analysis as well as measurement indicates that the agency is looking for more than isolated readings; it is seeking insight that can be used in planning and operations.

As a prior information notice, this is an early step in the procurement process. Väylävirasto is signalling its direction of travel to the market and giving suppliers an indication that a competition around power quality monitoring for the overhead contact system is in preparation.

Together, these rail electrification procurements show measurement and monitoring emerging alongside construction and specialised vehicles as integral parts of the overall system.

Väylävirasto’s description of its planned Electric Power Quality Measurement Service remains concise, as is typical for a prior information notice. Even so, several elements are clear.
