A new energy-efficiency tender from Gmina Wilamowice will bring energy storage systems and photovoltaic installations to a range of municipal buildings. By bundling solar generation, storage and user training into a single contract, the municipality is seeking a coherent upgrade of its public estate. The move comes amid a growing 2026 pipeline of similar storage-and-solar procurements from local authorities and utilities.
On 10th September 2026, Gmina Wilamowice published the contract notice Energy Efficiency Improvements in Wilamowice. The contract covers the supply and installation of energy storage systems and photovoltaic installations at various public utility buildings in the municipality. It also includes the necessary ancillary works and training for users.
The notice makes clear that this is not a simple equipment purchase. The supplier will be expected to deliver complete, functional systems: storage units, solar installations and the associated construction or electrical works required to integrate them safely into existing buildings. User training is explicitly part of the scope, underlining that staff who operate or manage public facilities will need to understand how the new systems work.
While the notice does not specify the number or type of buildings involved, the focus on “public utility buildings” places the project firmly in the municipal core. Public buildings are often among a municipality’s largest and most visible energy consumers, so integrating onsite generation and storage at these locations can have a disproportionate effect on overall energy performance.
The title of the project, centred on “energy efficiency improvements”, also aligns with a broader pattern in 2026 tenders. Municipal buyers are pairing solar installations with electricity storage in order to manage how and when power is used, rather than focusing solely on installing panels.
The Wilamowice notice sits within a dense cluster of 2026 procurements where municipalities and utilities are commissioning photovoltaic installations together with energy storage for public facilities.
Other notices add further breadth to the picture. In July 2026, GMINA JEZIORA WIELKIE sought the design and construction of 23 photovoltaic micro-installations with energy storage, including monitoring systems and connection to the power grid, with explicit attention to environmental protection.
Urban authorities are also engaging. Gmina Miasta Gdańska, in August 2026, issued a tender for energy autonomy systems for public utility buildings, combining photovoltaic installations with energy management systems to enhance energy self-consumption and reliability.
The trend extends beyond core administrative buildings. A contract from ZAKŁAD WODOCIĄGÓW, KANALIZACJI I ENERGETYKI CIEPLNEJ SP. Z O. O., dated 9th July 2026, covers bifacial photovoltaic panels, energy storage and an energy management system to expand the power system of a sewage treatment plant.
Some authorities are meanwhile extending storage to households. GMINA NOWY WIŚNICZ has tendered for designing, permitting, delivering and installing 51 energy storage systems with inverters on residential buildings, while Gmina Zabrodzie plans energy storage systems for photovoltaic installations in 50 residential houses and four public utility buildings.
Set against this backdrop, the Wilamowice tender is part of a clear national pattern: local authorities, counties and utilities are turning to integrated solar and storage solutions, often at multiple sites and sometimes in partnership across several municipalities.
The 2026 notices point to a consistent message for the supply chain: buyers are procuring complete energy systems, not just panels and batteries. Design responsibilities, documentation, management systems and training are increasingly built into the contracts.
Several tenders make design and permitting central to the supplier’s role. GMINA CHYNÓW requires the contractor to prepare documentation and carry out the installation and commissioning of electricity storage systems in public utility buildings. The Jeziora Wielkie and Nowy Wiśnicz projects explicitly include permitting and grid-connection tasks as part of the supplier’s remit.
Legal and compliance work is also moving inside the contracts. The Tomaszów Mazowiecki tender calls for obtaining the necessary legal documentation for the operation of new photovoltaic and storage systems, while Jeziora Wielkie’s notice stresses environmental protection requirements as part of the construction and installation of micro-installations.
Energy management and monitoring systems are another recurring feature. Lesznowola’s nine-building programme is explicitly framed around energy management. Gmina Łagiewniki intends to install hybrid photovoltaic micro-installations with energy storage and management systems for municipal buildings. The sewage plant project in Wysokie Mazowieckie includes an energy management system alongside the photovoltaic installation and storage. In Gdańsk, the “energy autonomy systems” contract links photovoltaic installations with energy management to improve self-consumption and reliability.
Modernisation and integration requirements add further complexity. The municipal communication plant in Zawiercie is procuring design, delivery and installation of photovoltaic systems with energy storage, together with necessary permits, modernisation of electrical installations and specified warranty and service response requirements. Gmina Sławno’s notice for ground-mounted photovoltaic installations at three locations includes energy storage and integration with existing infrastructure.
Training and operational readiness feature alongside these technical demands. The Wilamowice contract explicitly includes user training, as does the Powiat Janowski tender. In Rybnik, the city office’s project for photovoltaic micro-installations and energy storage systems across three public utility facilities underlines the need for coherent delivery across multiple sites.
Even basic building works are being folded in. Miasto Imielin’s contract for photovoltaic cells with energy storage at two public buildings includes roof renovation and grid connection, while Gmina Miedźna’s notice ties photovoltaic installations to the modernisation of heating systems using heat pumps for several educational buildings.
For suppliers, these details indicate that competitiveness is likely to depend on offering end-to-end capability: from design and permitting through construction, integration and digital management, to training and aftercare. In that context, the Wilamowice tender, with its combination of storage, solar, ancillary works and user training, is very much in line with where municipal procurement is heading.
The next phase to watch will be how these multi-faceted contracts are awarded and delivered. As more authorities follow Wilamowice, Lesznowola, Gdańsk and others in bundling storage with solar and energy management, the public sector’s expectations of integrated, documented and well-managed systems are becoming clearer – and so are the demands on those looking to win this work.
