The competition covers expert services in artificial intelligence, machine learning and modern information platforms. The aim is to enhance how well-being regions use advanced digital technologies in their social and healthcare functions.

Although the summary does not list individual work packages, it sets out the main objectives clearly. Well-being regions are expected to use the procured expertise to improve:

  • decision-making in social and healthcare services; and
  • service delivery across social and healthcare sectors.

The emphasis moves the procurement beyond isolated AI pilots. The description treats AI and machine learning as part of modern information platforms, suggesting that the work is intended to support broader information management rather than single-purpose applications.

A wider push for data-driven welfare services

2M-IT Oy is not alone in targeting data-driven management in welfare services. In January 2026, Keski-Uudenmaan hyvinvointialue launched a tender for Expert Services for AI and Data Management, seeking support for data-driven management and AI-assisted services in the Central Uusimaa welfare area, with a focus on enhancing operational efficiency and using AI agents. Like 2M-IT Oy's notice, it frames AI as a means to improve how a welfare area runs its core services.

In October 2025, Päijät-Hämeen hyvinvointialue published a notice for Expert Services for Data Warehousing. That procurement centres on developing and maintaining data warehousing solutions and architecture, along with improving development practices in the Päijät-Häme welfare area. While it does not foreground AI to the same extent, it underlines the importance that welfare areas now place on robust data warehousing and architecture.

Other buyers are pursuing similar routes through centralised frameworks. In February 2026, Sansia Oy sought Consulting Services for Welfare Area for the North Karelia welfare area, combining one supplier for ICT services with up to ten suppliers for expert services. And in March 2026, DigiFinland Oy went to market for Data Management and AI Services covering platforms, licences and expert services, including consulting, project management, data modelling and analytics.

Taken together, these procurements point to welfare areas building shared data and AI capabilities, often through framework-style arrangements and multi-supplier models that allow buyers to draw on different specialist teams as their needs evolve.

AI platforms spread across the public sector

Beyond welfare services, a range of public bodies are now procuring AI capabilities and expert services. In November 2025, Staatskanzlei launched a project to acquire an AI Platform for Municipalities serving Zurich municipalities. The platform is intended to enhance administrative efficiency, support workflows and make AI technology more accessible to smaller municipalities, while centralising legal and IT security clarifications.

Emergency and security services are also investing in AI platforms. In January 2026, Serviciul de Telecomunicatii Speciale issued a contract notice for AI and ML Software Development Services, focused on developing a software platform that uses AI and machine learning to optimise operational processes within SNUAU and support emergency management activities, alongside training and integration services. Around the same time, Istekki Oy sought an AI Security Analytics Service that will provide real-time situational awareness and predictive analytics for security management in buildings and facilities.

Justice-sector organisations are turning to automation as well. In December 2025, Oikeusrekisterikeskus went to market for Expert Services in Robotics and software automation to support various projects within the Ministry of Justice's administrative sector. While robotics is distinct from machine learning, the notice sits alongside other efforts to automate routine tasks and improve the consistency of public services.

Some buyers are pairing expert services with investments in hardware. In November 2025, the National Medical Innovation Training Center of Semmelweis University advertised an Artificial Intelligence Server Procurement for an AI server compatible with NVIDIA solutions, including delivery, installation, training and a comprehensive warranty. Infrastructure projects of this kind are closely related to the advisory and development work that 2M-IT Oy is now procuring.

Growing demand for AI skills and advisory capacity

Many recent notices show public bodies seeking long-term expert support alongside technology. For suppliers, this environment indicates growing demand for multidisciplinary teams that can cover AI and machine learning, information management and sector-specific processes.
