Description:
The project involves constructing a photovoltaic installation with a minimum capacity of 4580 kWp, including a ground-mounted solar farm and a carport, while ensuring compliance with environmental regulations and providing extensive warranties and service guarantees.
Construction of a Photovoltaic Installation
The subject of the Order is the construction of a photovoltaic installation with a minimum capacity of 4580 kWp along with the accompanying infrastructure, which will consist of two main elements:
• A ground farm, which will be located on the plot adjacent to the plant building - type of construction: ground-mounted, in an east-west arrangement,
• A carport, which will be located on the existing company parking lot (panels will be installed on a structure shading parking spaces) – carport-type construction, based on rear support pillars.
To execute the order, the Contractor is obliged to obtain all required decisions, administrative permits or approvals.
Additionally, the Contractor will carry out on behalf of the Investor all necessary formal activities before the relevant offices and the Distribution Network Operator, on the basis of which acceptance activities will be effectively carried out and consent for the commissioning of the photovoltaic installation will be obtained.
A detailed description of the subject of the order is included in Appendix No. 1 to the Terms of Reference (TOR) - Description of the Subject of the Order and Technical Documentation.
The order complies with the Act of October 3, 2008, on providing information on the environment and its protection, public participation in environmental protection, and environmental impact assessments. The Contracting Authority informs that a final and legally binding environmental permit has been issued for the subject of the Order.

The Contractor is obliged to execute the subject of the Order in a way that minimizes negative environmental impact, in particular by:
• Rational management of materials and energy,
• Limiting the consumption of natural resources and the amount of waste generated,
• Using environmentally friendly materials, products, and solutions as available and economically justified,
• Organizing work in a manner that limits pollutant emissions and noise.

The Contracting Authority requires a minimum warranty of 60 months on the performed construction and assembly works.

The Contracting Authority requires the Contractor to provide the following guarantees for the subject of the Order counted from the date of the final acceptance without reservations by the Contracting Authority:

1. Warranty on the structure and anticorrosive coating (supporting structure of the panels) - at least 25 years, covering mechanical durability of the structure, corrosion resistance, and stability of mounting connections under external operating conditions;
2. Product warranty (photovoltaic panels) – at least 15 years. A linear performance warranty is required for a minimum of 25 years, with power degradation not exceeding 2% in the first year of operation and 0.6% annually in subsequent years, maintaining at least 85% of nominal power after 25 years of operation;
3. Warranty for the complete transformer station including the concrete enclosure, structure, switchgear, and equipment components – at least 36 months;
4. Material warranty for the complete carport structure system including the screw foundation and roofing system made of photovoltaic panels - at least 20 years;
5. Warranty on inverters – at least 5 years;
6. Warranty on automation and control with application and other devices not listed in items 1–5 above - according to project documentation and Tauron Distribution requirements – at least 24 months.

The Contracting Authority indicates that the aforementioned warranties may be provided by the manufacturer or the Contractor.

Within the scope of the Order, the Contracting Authority requires service during the warranty period with a reaction time to commence troubleshooting or defect elimination not exceeding 36 hours from the moment the Contracting Authority’s notification. Reporting of a failure or defect must be possible 24/7 (including Saturdays, Sundays, and holidays). The Contracting Authority foresees financial penalties for delays in reaction time to commence troubleshooting or defect elimination reported by the Contracting Authority.

Simultaneously, the Contracting Authority requires the Contractor to have immediately available panels (a minimum of 10 units) during the photovoltaic panels warranty period in case of replacement necessity. The Contracting Authority also requires the Contractor to have immediately available inverters (one type of each power rating) during the warranty period in case of replacement necessity.

The Contracting Authority indicates that it possesses:
- Site development plan and building design of a photovoltaic installation with capacity up to 5MW;
- Site development plan and building design of a photovoltaic installation up to 100kW.
- Executive design;
- Project Information Sheet.

The aforementioned technical documentation detailing the specifics of the Subject of the Order is contained in Appendix No. 1 to the Inquiry – Description of the Subject of the Order and Technical Documentation.

The Contracting Authority indicates:
- The medium voltage cable line project remains to be developed by the Contractor as part of the Subject of the Order; the Contracting Authority has installed the medium voltage connection field;
- The scope of construction of the access road to the transformer station is included in the Subject of the Order. The road is to be hardened with paving blocks, with curbs and drainage.

The Contracting Authority allows for a shutdown of the plant, no longer than one day, for the connection of the medium voltage line, due to the fact that the field is already prepared for connection.

The Contracting Authority indicates that if necessary, the Contractor is responsible for extending the connection conditions. The Contracting Authority will provide the necessary assistance in this regard. During the investment, conditions of connection may change due to parallel ongoing investments, however, this does not affect the scope of the subject installation.
