As part of the contract, the Contracting Authority requires service during the warranty period with a response time for starting the elimination of failure or defect no longer than 36 hours from the moment of notification by the Contracting Authority. Reporting failures or defects must be possible 24/7 (including Saturdays, Sundays, and holidays). The Contracting Authority anticipates financial penalties for delays in response time for starting failure or defect elimination reported by the Contracting Authority.
At the same time, the Contracting Authority requires that during the warranty period for photovoltaic panels the Contractor must have “immediately available” panels (minimum 10 pieces) in case of replacement. The Contracting Authority requires that during the warranty period for inverters the Contractor has “immediately available” inverters (one of each power type) in case of replacement.
The Contracting Authority indicates that it holds: - Site development plan and construction design of photovoltaic installations up to 5MW; - Site development plan and construction design of photovoltaic installations up to 100kW; - Execution design; - Project Information Sheet.
The technical documentation detailing the Subject of the Contract is included in Annex No. 1 to the Request for Proposal – Description of the Subject of the Contract and Technical Documentation.
The Contracting Authority indicates that: - The design of the MV cable line remains to be developed by the Contractor within the scope of the Contract. The Contracting Authority installed the MV connection field; - The scope of construction of the access road to the transformer station is within the scope of the Contract. The road should be paved with cobblestone, have curbs and drainage.
The Contracting Authority allows shutting down the plant for no longer than one day solely for connecting the MV line since the field is already prepared for connection.
The Contracting Authority points out that if necessary, the Contractor is responsible for extending connection terms. The Contracting Authority will provide necessary support in this matter. During the investment the connection conditions may change due to parallel investments but this does not affect the scope of the installation of the Subject of the Contract. Evaluation criteria for offers: - "Net price" criterion:
The Contracting Authority will assess the total net price for performing the Subject of the Contract.
The number of points awarded to each evaluated offer for the "Net price" criterion will be calculated according to the formula:
C = (CN/CO) x 40 - "Warranty on construction and assembly works" criterion
The "Warranty on construction and assembly works" criterion will be considered based on the warranty period provided by the Contractor according to the formula:
G = ((Gb - 60) / 60) × 30
120 is the maximum scoring period - "Service – response time" criterion
The "Service – response time" criterion for starting the elimination of failure or defect will be considered based on the response time provided by the Contractor in the Offer Form.
The maximum number of points possible in this criterion is 10 points. - "Photovoltaic module efficiency (STC)" criterion
The "Photovoltaic module efficiency (STC)" criterion will be considered according to the formula:
P = ((Pb - 21) / 2) × 20
The maximum number of points achievable in the "Photovoltaic module efficiency (STC)" criterion is 20.
