Construction of Photovoltaic Installation
The subject of the Contract is the construction of a photovoltaic installation with a minimum power of 4580 kWp along with accompanying infrastructure, which will consist of two main elements:
• Ground-mounted farm, which will be located on a plot adjacent to the plant building - type of construction: ground-mounted, east-west layout,
• Carport, which will be located in the existing company parking lot (panels will be installed on a roofing structure covering parking spaces) – type of construction Carport, supported by rear posts.
In order to execute the contract, the Contractor is obliged to obtain all required decisions, administrative permits, or agreements.
Additionally, the Contractor will, on behalf of the Investor, carry out all required formalities before the relevant authorities and the Distribution Network Operator, based on which acceptance procedures will be successfully completed and consent to operate the photovoltaic installation will be obtained.
A detailed description of the contract subject is included in Annex No. 1 to the Terms of Reference - Description of the Contract Subject and Technical Documentation.
The contract is in accordance with the Act of October 3, 2008 on providing information about the environment and its protection, public participation in environmental protection, and environmental impact assessments. The Contracting Authority informs that a final and legally binding environmental permit has been issued for the Contract Subject.

The Contractor is obliged to execute the Contract Subject in a way that minimizes negative environmental impact, in particular through:
• rational management of materials and energy,
• reduction of consumption of natural raw materials and the amount of waste generated,
• use of environmentally friendly materials, products, and solutions, as far as availability and economic justification allow,
• organizing work to limit emissions of pollutants and noise.

The Contracting Authority requires a minimum warranty of 60 months on the construction and installation works performed.

The Contracting Authority requires the Contractor to provide the following warranties on the Contract Subject counted from the date of final acceptance by the Contracting Authority without reservations:

1. Warranty on the structure and anti-corrosion coating (support structure of panels) - at least 25 years covering mechanical durability of the structure, corrosion resistance, and stability of mounting connections under external operating conditions;
2. Product warranty (photovoltaic panels) – at least 15 years. A linear performance warranty for at least 25 years is required, with power degradation not exceeding 2% in the first year of operation and 0.6% annually in the following years, maintaining at least 85% of nominal power after 25 years of operation;
3. Warranty on the complete transformer station, including concrete enclosure, structure, switchboards, and equipment elements – at least 36 months;
4. Material warranty on the complete carport construction system with screw foundation and roof system made of photovoltaic panels - at least 20 years;
5. Warranty on inverters – at least 5 years;
6. Warranty on automation and control along with the application and other devices not listed in points 1–5 above – according to project documentation and Tauron Dystrybucja requirements – at least 24 months.

The Contracting Authority specifies that the above warranties may be given by the manufacturer or the Contractor.

The Contracting Authority requires service during the warranty period with a reaction time to start troubleshooting a failure or defect no longer than 36 hours from the moment of notification by the Contracting Authority. Notification of failure or defect must be possible 24 hours a day, 7 days a week (including Saturdays, Sundays, and holidays). Financial penalties are foreseen for delays in reaction time to start repairing failures or defects reported by the Contracting Authority.

Simultaneously, the Contracting Authority requires that the Contractor keeps "ready at hand" photovoltaic panels (minimum 10 pcs) available for replacement during the warranty period. The Contracting Authority also requires that the Contractor keeps "ready at hand" inverters (one type of each power class) available for replacement during the warranty period.

The Contracting Authority states that it holds:
- The site development plan and building design for photovoltaic installation up to 5MW;
- The site development plan and building design for photovoltaic installation up to 100kW;
- Executive design;
- Project Information Sheet.

The above technical documentation detailing the Contract Subject is included in Annex No. 1 to the Request for Proposal – Description of the Contract Subject and Technical Documentation.

The Contracting Authority indicates that:
- The medium voltage cable line project remains to be developed by the Contractor within the Contract Subject; the Contracting Authority installed the medium voltage connection field;
- The scope of construction of the access road to the transformer station is included in the Contract Subject. The road should be paved with paving stones, have curbs and drainage.

The Contracting Authority allows shutting down the plant for no longer than one day for the medium voltage line connection, as the connection field is already prepared.

The Contracting Authority points out that in case of necessity, the Contractor is responsible for extending the connection conditions. The Contracting Authority will provide necessary support in this respect. Concurrent investments may cause changes in connection conditions, but this does not affect the scope of the Contract Subject installation.

Evaluation criteria:
- Criterion "Net price":

The Contracting Authority will assess the total net price for performing the Contract Subject.

The number of points assigned to each evaluated offer in the "Net price" criterion will be calculated according to the formula:

C = (CN / CO) x 40
- Criterion "Warranty on construction and installation works"

This criterion will be considered based on the warranty period length declared by the Contractor according to the formula:

G = ((Gb – 60) / 60) × 30

120 – maximum scored period
- Criterion "Service – reaction time"

This criterion will be considered based on the reaction time declared by the Contractor in the Offer Form to start troubleshooting a failure or defect.

The maximum number of points achievable in this criterion is 10 points.
- Criterion "Photovoltaic module efficiency (STC)"

This criterion will be evaluated according to the formula:

P = ((Pb − 21) / 2) × 20

The maximum number of points achievable in this criterion is 20.
