Delivery and installation of a complete photovoltaic installation II.1. The subject of the contract is the delivery and installation of a complete rooftop photovoltaic installation with a capacity of 125 kWp, in accordance with the description of the subject of the contract, constituting Annex No. 3 to the request for proposals. II.2. The contracting authority does not allow the submission of partial offers. II.3. All requirements specified in the description of the subject of the contract are treated by the contracting authority as minimum requirements relating to the subject of the contract and the contracting authority will accept a contract subject with the same or better parameters. II.5. The contract will be implemented by March 31, 2027. The contracting authority will consider the order fulfilled upon acceptance of the installation, positive installation tests, obtaining consents, and approval for operation by the Distribution System Operator (DSO). II.8. The contractor is obliged to perform all obligations resulting from the request for proposals, including its attachments. Evaluation formula: 12 years – 0 points 13-14 years – 5 points above 14 years –10 points - Criterion: "Manufacturer's warranty for inverters" Weight of the criterion: 10% Points will be awarded for offering a warranty period longer than the minimum specified in the request (10 years). Evaluation formula: 10 years – 0 points 11-12 years – 5 points above 12 years –10 points - Criterion: "Warranty on installation service" Weight of the criterion: 10% Points will be awarded for offering a warranty period longer than the minimum specified in the request (10 years). Conditions of participation: - Knowledge and experience: IV.1. The contracting authority requires that the bidder, in the last 3 years before the deadline for submission of offers, or if the business activity period is shorter – in that period, has properly delivered and installed at least 2 photovoltaic installations each with a capacity of at least 125 kWp. IV.2. To demonstrate fulfillment of the requirement for the bidder stated in point IV.1, the information related to the requirements must be completed in the Offer Form constituting Annex No. 1 to the request for proposals, and references or other documents confirming proper execution of installations referred to in point IV.1 must be submitted with the offer. - Additional conditions of participation: IV.3. Bidders who are personally or financially related to the contracting authority as defined in Annex No. 2 to the request for proposals may not participate in the request for proposals. IV.4. To demonstrate fulfillment of the requirement stated in point IV.3, a statement of no relations with the contracting authority according to Annex No. 2 to the request for proposals must be submitted with the offer. IV.5. Bidders against whom allegations of torture or acts of cruel, inhuman, or degrading treatment or punishment have been made may not participate in the request for proposals. IV.6. To demonstrate fulfillment of the requirement stated in point IV.5, an appropriate statement in the Offer Form constituting Annex No. 1 to the request for proposals must be submitted with the offer. - List of required documents/declarations: The offer must be submitted according to the requirements described in the request using the Offer Form constituting Annex No. 1. List of documents included in the offer: Offer Form (template in Annex No. 1 to the request for proposals), • Statement of no relations with the Contracting Authority (template in Annex No. 2 to the request for proposals); • Documents confirming fulfillment of the experience requirement (e.g., references or other documents confirming proper execution of installations referred to in point IV.1); • Datasheets of the offered photovoltaic modules containing information enabling unambiguous verification that the offered modules meet all requirements and minimum technical parameters specified in the description of the subject of the contract; • Manufacturer's documentation of the offered inverter confirming the possibility of expanding the installation with a compatible energy storage, switching and management device/system for backup power supply, and the ability to supply selected facility loads during a power outage of the electrical grid; • Written statement of the authority of the person signing the offer – if applicable.
