Description:
Delivery and installation of a complete rooftop photovoltaic system with a capacity of 125 kWp is required, with specific experience and documentation needed from bidders.
Delivery and installation of a complete photovoltaic installation II.1. The subject of the order is the delivery and installation of a complete rooftop photovoltaic installation with a capacity of 125 kWp, in accordance with the description of the subject of the order, which constitutes Annex No. 3 to the request for proposals. II.2. The contracting authority does not allow the submission of partial offers. II.3. All requirements specified in the description of the subject of the order are treated by the contracting authority as minimum requirements concerning the subject of the order, and the contracting authority will accept the subject of the order with parameters the same or better. II.5. The order will be completed by March 31, 2027. The contracting authority considers the order completed when the installation is accepted, installation tests are successful, approvals are obtained, and the installation is authorized for use by the distribution system operator (DSO). II.8. The contractor is obliged to fulfill all obligations arising from the request for proposals, including its annexes. Evaluation formula: 12 years – 0 pts 13-14 years – 5 pts over 14 years – 10 pts - Criterion: "Manufacturer’s warranty on inverters" Weight of criterion: 10% Points will be awarded for offering a warranty period longer than the minimum specified in the request (10 years). Evaluation formula: 10 years – 0 pts 11-12 years – 5 pts over 12 years – 10 pts - Criterion: "Warranty on installation service" Weight of criterion: 10% Points will be awarded for offering a warranty period longer than the minimum specified in the request (10 years). Conditions of participation: - Knowledge and experience: IV.1. The contracting authority requires that the bidder, within the last 3 years before the deadline for submission of bids or for the shorter period of business activity, has properly delivered and installed at least 2 photovoltaic installations with a minimum capacity of 125 kWp each. IV.2. To demonstrate compliance with the requirement specified in point IV.1, information relating to the requirements should be completed in the Offer Form, which is Annex No. 1 to the request for proposals, and references or other documents proving proper execution of the installations mentioned in point IV.1 should be submitted with the offer. - Additional participation conditions: IV.3. Bidders personally or financially connected with the contracting authority as specified in Annex No. 2 to the request for proposals cannot participate. IV.4. To demonstrate compliance with the requirement specified in point IV.3, a declaration of no connections with the contracting authority according to Annex No. 2 to the request for proposals must be submitted with the offer. IV.5. Bidders under charges of torture or other cruel, inhuman or degrading treatment or punishment cannot participate. IV.6. To demonstrate compliance with the requirement specified in point IV.5, an appropriate declaration must be submitted with the offer in the Offer Form attached as Annex No. 1 to the request for proposals. - List of required documents/declarations: The offer must be submitted according to the requirements described in the request, using the Offer Form which is Annex No. 1. List of documents forming the offer: Offer form (template in Annex No. 1 to the request for proposals), • Declaration of no connections with the Contracting Authority (template in Annex No. 2 to the request for proposals); • Documents confirming fulfillment of the experience condition (e.g. references or other documents showing proper execution of installations mentioned in point IV.1); • Datasheets of the offered photovoltaic modules containing information enabling unambiguous verification that the offered modules meet all requirements and minimum technical parameters specified in the description of the subject of the order; • Manufacturer's documentation of the offered inverter confirming the possibility of expanding the installation with a compatible energy storage, transfer/switching device and managing backup power supply, possibility of powering selected receivers in the building during the loss of network voltage; • Written authorization statement of the person signing the offer – if applicable.
