Water utility launches tender for wastewater plant modernisation

Miejski Zakład Wodociągów i Kanalizacji w Nowym Targu sp. z o.o. has issued a contract notice for Wastewater Treatment Plant Modernization, seeking a contractor to design and deliver upgrades to the mechanical-biological section of its treatment plant while keeping the facility in operation.

Design-and-build in a live wastewater plant

Published on 5th August 2026, the notice sets out a combined design-and-build scope. The chosen supplier will be responsible both for preparing the design and for executing the modernisation and construction works on the mechanical-biological section of the wastewater treatment plant in Nowy Targ.

The buyer highlights three main aims for the project: increasing treatment capacity, improving efficiency and upgrading plant infrastructure. All of this must be done without disrupting current operations, signalling a need for careful phasing of works and close coordination between designers and site teams.

Although the notice summary is concise, it points to a technically demanding contract. Mechanical-biological sections sit at the heart of wastewater treatment, and any intervention in this part of a plant has direct implications for compliance and service continuity. The requirement to maintain operation during construction will push bidders to show strong method statements on temporary arrangements, sequencing and commissioning.

For suppliers, the contract lines up with a growing preference among utilities for single, integrated packages that bundle design, civil works, process engineering and commissioning under one procurement. The Nowy Targ project is firmly in that mould.

A busy year for wastewater upgrades

The Nowy Targ notice is one of a cluster of wastewater and water treatment tenders issued in 2026 by municipal and communal utilities, many of them following a similar design-and-build or design-and-execute model.

In March 2026, Gminne Przedsiębiorstwo Komunalne Sp. z o.o. in Stężyca published a contract notice for Sewage Treatment Plant Expansion in Stężyca-Delowo. That project combines the construction of new facilities with upgrades to existing technological systems to enhance treatment efficiency and effectiveness.

On 11th March 2026, the same utility followed up with a complementary notice for Wastewater Treatment Plant Upgrade, again centred on expansion, modernisation of existing structures and installation of supporting technical infrastructure.

Also in March 2026, AQUA S.A. launched a procurement for the Wapienica Wastewater Plant Modernization in Bielsko-Biała. That project couples design and construction with ecological improvements, obtaining the necessary permits, and delivering operational tests and staff training.

On 27th March 2026, Przedsiębiorstwo Wodociągów i Kanalizacji Spółka z o.o. w Gliwicach issued a notice for Wastewater Treatment Plant Expansion. The project, co-financed by national and European funds, focuses on reconstruction and expansion of the central wastewater treatment plant with explicit attention to energy efficiency and accessibility for individuals with special needs.

At the end of March 2026, Przedsiębiorstwo Usług Komunalnych Sp. z o.o. sought works for Sewage Treatment Plant Expansion in Bytkowo, Rokietnica, combining capacity increases with broader modernisation of the plant and associated infrastructure.

The investment push is not limited to wastewater. In April 2026, Zakład Wodociągów i Kanalizacji sp. z o.o., acting with Łódzkie Inwestycje sp. z o.o., advertised Water Treatment Plant Construction for the Graniczna water treatment plant and Chojny water pumping station in Łódź. A second, closely related notice followed in June 2026 for Water Treatment Plant Construction, this time describing the comprehensive construction of a new station alongside modernisation of the existing pumping facilities.

By May 2026, larger urban utilities were also bringing forward major schemes. Wodociągi Miasta Krakowa S.A. published a notice for the Kujawy Wastewater Treatment Plant Upgrade in Krakow, while Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji Spółka Akcyjna sought contractors for Wrocław Sewage Plant Expansion, including expansion of a technological water tank, new coagulant tanks, floating pumping stations and an external lift in the sludge dewatering building.

Smaller but still substantial schemes continue into the summer. On 25th June 2026, Tarnowskie Wodociągi Sp. z o.o. advertised Pump Replacement at Tarnów Sewage Plant, covering design and construction works for pump renewal and associated installations. In August 2026, Gmina Paczków launched a contract for Wastewater Treatment Plant Reconstruction, combining design, construction and maintenance services and explicitly addressing the challenges of a floodplain location.

Taken together, these procurements point to a sustained programme of upgrading, expanding and safeguarding wastewater and water treatment assets, with the Nowy Targ project forming one more link in that chain.

Sludge, energy, resilience and cybersecurity

Beyond capacity and basic compliance, the 2026 tenders highlight a set of recurring themes: more sophisticated sludge management, energy efficiency and self-sufficiency, resilience to environmental risks and growing attention to cybersecurity.

Sludge treatment and resource recovery feature prominently. In April 2026, Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji w m. st. Warszawie S.A. published a notice for Czajka Wastewater Treatment Plant Modernization, focused on building dedicated fermentation chambers, improving biogas management and optimising sludge treatment processes in support of a circular economy initiative.

In July 2026, Miejskie Wodociągi i Kanalizacja Sp. z o.o. set out a scheme for Modernization of Wastewater Treatment Plant in Ostrowiec Świętokrzyski, which includes establishing a facility to convert sewage sludge into a soil improver. Around the same time, Przedsiębiorstwo Wodociągów i Kanalizacji w Brzegu Sp. z o.o. issued a contract for Sludge Management Building Construction, covering the design and delivery of a modernised sludge management unit with its own building, installations and technological connections.

Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji w Błoniu sp. z o.o. followed in August 2026 with an Wastewater Treatment Plant Upgrade that includes plant expansion and new or renovated facilities for handling dewatered sludge. On the design side, Gmina Dobra’s 13th August 2026 notice for Wastewater Treatment Plant Modernization in Redlica focuses on design documentation for expanding the plant, incorporating sludge fermentation and biogas utilisation systems and securing a building permit, all with the aim of energy self-sufficiency.

Energy and environmental resilience are also moving to the foreground. The Gliwice expansion stresses energy efficiency, while the Paczków reconstruction is explicitly framed around managing the risks associated with a floodplain location. In Bukowno, Przedsiębiorstwo Wodociągów i Kanalizacji Spółka z ograniczoną odpowiedzialnością has gone to market for Wastewater Treatment Plant Modernization that must address technical deficiencies while adapting to changing groundwater conditions.

Bukowno’s notice is notable for another reason: it explicitly references updated cybersecurity requirements. That places information security alongside hydraulic design, civil engineering and process optimisation as part of the modernisation scope. At the same time, schemes such as the Sewage Treatment Plant Modernization in Karpacz, which includes detailed start-up and health safety guidelines, and the accessibility provisions in the Gliwice project, underline the breadth of non-process requirements now embedded in these contracts.

Across these procurements, common threads emerge:

  • Capacity and efficiency upgrades to cope with current and future loads;
  • Expanded sludge treatment, fermentation and biogas use, including soil improvers;
  • Energy efficiency and moves towards partial or full energy self-sufficiency;
  • Designing for flood risk, groundwater change and other environmental pressures;
  • Operational continuity, health and safety, and accessibility for users and staff;
  • Growing emphasis on permitting, testing, training and cybersecurity.

Outlook: integrated, complex scopes

The Nowy Targ Wastewater Treatment Plant Modernization fits squarely within this pattern. It is a design-and-execute contract targeting the core treatment process, expected to deliver higher capacity and efficiency without interrupting service. While the summary does not detail every technical requirement, it is reasonable to assume that bidders will have to demonstrate experience of phasing works in live plants and coordinating multidisciplinary teams.

For the procurement community, the 2026 pipeline illustrates how wastewater and water treatment tenders are evolving. Contracting authorities are bundling design, construction, commissioning and sometimes training or maintenance into single procurements. They are also layering in policy-driven objectives around circular economy, energy performance, resilience and inclusion, as seen in the Czajka, Redlica, Paczków and Gliwice schemes.

What remains to be seen is how the market responds in terms of competition, pricing and innovation. The number and variety of tenders already out in 2026 suggest that wastewater and water treatment projects will continue to form a significant part of the infrastructure workload. The Nowy Targ modernisation adds another opportunity to that landscape, and its progress through procurement and delivery will be worth watching for both utilities and suppliers.
